NOTIFICATION OF RE-PUBLICATION OF PRELIMINARY DOCUMENTATION UNDER SECTION 95B(2) OF THE ENVIRONMENT PROTECTION AND BIODIVERSITY CONSERVATION ACT 1999 (EPBC ACT)

Yathroo Wind Farm (EPBC 2025/10390)

Neoen Australia Pty Ltd (the proponent) proposes to develop and operate the Yathroo Wind Farm, located approximately 5 km south of the town of Dandaragan, 6.3 km north of Regans Ford and approximately 120 km north of Perth, Western Australia. The proposed action comprises a utility-scale wind energy facility and associated infrastructure.

The proposed action has been determined to be a controlled action under the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) and is being assessed by Preliminary Documentation. The relevant matters protected under Part 3 of the EPBC Act are:

· Carnaby’s Black Cockatoo (Zanda latirostris)

· Forest Red-tailed Black-Cockatoo (Calyptorhynchus banksii naso)

· Banksia Woodlands of the Swan Coastal Plain Threatened Ecological Community

Pursuant to section 95A(3) of the EPBC Act, the draft Preliminary Documentation and original referral documentation were made available for public comment from Monday 10 August 2026 for a period of 20 business days, up to and including Friday 4 September 2026.

  • One public submission was received during the public comment period.
  • Pursuant to section 95B(2) of the EPBC Act, the final Preliminary Documentation, including a summary of the public submission and how it has been addressed, is now published for public notification only. No further public comments are invited.

The final Preliminary Documentation is available for viewing for a period of 20 business days between 8 October 2026 and 6 November 2026. The final Preliminary Documentation can be viewed  electronically (in PDF format) at:
